Energieeffizienz muss auf die politische Agenda: Energiewende erfordert Effizienzmaßnahmen

Abstract

Today, energy efficiency is not enough considered in politics, economy and science. Although the German government schedules decoupling of economic growth from energy consumption and takes isolated measures, the economic growth of the German economy more or less eats up the realized efficiency gains. This is, amongst others, due to the so-called rebound effect. The challenge is now, to integrate energy efficiency more tightly into the German energy concept of the "Energiewende". At the same time, required technologies and respective investments have to remain affordable for enterprises, households and local authorities. Industry accounts for about 40 percent of the energy consumption in Germany, but there are almost no appropriate political framework conditions, such as regulations and funding instruments. Manufacturing enterprises themselves also show clear weaknesses in exploiting their efficiency potential. Internal reasons are, amongst others, the lack of knowledge about their own energy situation and the very short payback periods that are usually demanded. In the long run, the decoupling of economic growth and energy consumption can only work through technology leaps. Economy and science thus need a reliable long-term framework, provided by politics. Das Thema Energieeffizienz findet in Politik, Wirtschaft und Wissenschaft bisher nur unzureichend Beachtung. Obwohl die Bundesregierung in ihrem Energiekonzept eine Entkopplung von Wachstum und Energieverbrauch vorsieht und einzelne Maßnahmen ergreift, werden die Energieeffizienzgewinne der deutschen Wirtschaft aktuell vom Wachstum nahezu neutralisiert. Dies ist unter anderem auf den Rebound-Effekt zurückzuführen. Die Herausforderung ist es, die Energieeffizienz stärker als bisher in die Energiewende einzubeziehen. Gleichzeitig müssen die erforderlichen Technologien und Investitionen für Unternehmen, Haushalte und Kommunen bezahlbar bleiben. Die Industrie ist aktuell für rund 40 Prozent des Stromverbrauchs verantwortlich, aber geeignete politische Rahmenbedingungen im Sinne von Regulierungen oder Förderinstrumenten existieren kaum. Auch weisen die Produktionsunternehmen selbst enorme Schwächen bei der Hebung von Energieeffizienzpotenzialen auf. Interne Ursachen sind u.a. Intransparenz über die eigene Energiesituation und sehr kurze geforderte Amortisationszeiten für Effizienzmaßnahmen. Langfristig kann die Entkopplung von Wachstum und Energieverbrauch jedoch nur durch Technologiesprünge gelingen. Wirtschaft und Forschung benötigen hier einen langfristigen verlässlichen Rahmen durch die Politik.
