Abstract

The ongoing Euro crisis and the worse economic development in Europe compared to that in the United States is grounded in the delayed implementation of reforms of the banking sector. Whereas the leaks in economic governance of EMU have been fixed the banking sector is still not stabilized, even five years after Lehman Brothers. From the grand solution of a "European Banking Union" only the first pillar, the European Bank Supervision (SSM) will come into effect in 2014. The other necessary steps - the single resolution mechanism and the single deposit guarantee mechanism - will follow later. Until the "Europeanization" will take place the bank recovery and resolution will be managed nationally based on EU law. Die anhaltende Eurokrise, die sich in einer deutlich schlechteren Konjunkturlage in Europa als in den USA spiegelt, hat nicht zuletzt ihre Ursache in der nach wie vor schleppenden Umsetzung der Reformen des Finanzsektors. Während die Lücken in der wirtschaftspolitischen Architektur der WWU durch tiefgreifende Änderungen weitgehend geschlossen wurden, hinkt die Reform und damit Stabilisierung des Bankensektors deutlich nach, selbst fünf Jahre nach Lehman Brothers. Von der großen Lösung einer "Europäischen Bankenunion" wird zunächst nur die Europäische Bankenaufsicht (SSM) im Jahr 2014 umgesetzt. Die weiteren Schritte - ein einheitlicher Abwicklungsmechanismus und eine einheitliche Einlagensicherung - folgen später. Bis es zur "Europäisierung" kommt, erfolgt die Bankenabwicklung zunächst national nach einheitlichen EU-Regeln.
