Armut von jungen Erwachsenen in der Bundesrepublik

Abstract

In recent years the youth unemployment rate increased rapidly in Germany and reached the European average. Unemployment is considered as the main poverty risk. But even though the share of social benefit receivers among the youths is above average, youth poverty - unlike child poverty - has been neglected in recent research. Regarding youth, poverty is seen more as a temporary phenomenon. Considering only the standard poverty measure is not enough to figure youth poverty, because one would neglect the personal income situation of the youths. The article´s aim is to combine the equivalised household income and the individual income to find most effected young people. In a further step the socio-demographic factors of those persons are included to draw a more precise picture of the circumstances of poor young people in Germany. The analysis is based on the German Micro Census 2002. In den vergangenen Jahren war insbesondere in Deutschland ein rascher Anstieg der Jugendarbeitslosigkeit zu verzeichnen. Damit ist eine Vergrößerung des Armutsrisikos für junge Erwachsene verbunden, was sich u.a. in einer überdurchschnittlich hohen Sozialhilfequote niederschlägt. Trotzdem wird die Betroffenheit Jugendlicher im Unterschied zur Armutsbetroffenheit von Kindern bisher kaum thematisiert. Hier gilt Armut eher als eine vorübergehende Phase. Als Standardmethode der Armutsmessung gilt die Ermittlung von Äquivalenzeinkommen. Die Armut Jugendlicher wird damit als Folge der Armut ihrer Familien erklärt. Um darüber hinaus die prekäre Einkommenssituation der Jugendlichen selbst berücksichtigen zu können, wird dieses Armutsmaß mit dem Individualeinkommen verknüpft. So können besonders betroffene Jugendliche identifiziert werden. Um über die Einkommensarmut hinaus einen Eindruck über die Lebenslage armer Jugendlicher zu gewinnen, werden die besonders betroffenen Jugendlichen anhand ausgewählter sozioökonomischer Merkmale mit anderen Jugendlichen verglichen. Empirische Basis der Analysen ist der Mikrozensus 2002.
