La portée sociale des institutions de microfinance extra-bancaires en France - The Outreach of Non-Bank Microfinance Institutions in France

Abstract

(VF)Dans ce papier nous évaluons la portée sociale des institutions de microfinance (IMF) extra-bancaires en France. Notre préoccupation est double : évaluer la capacité de ces IMF à toucher les pauvres et les exclus et à servir un nombre croissant de personnes sur une base durable. Nous basant d’une part sur les informations publiées par les IMF à travers leurs rapports d’activité et d’autre part sur une base de données unique rassemblant plus de 1200 dossiers de prêts, nous trouvons que le microcrédit extra-bancaire en France à clairement un impact social puisqu’il est principalement octroyé aux personnes les plus pauvres au sens monétaire du terme et à celles les plus en risque d’exclusion. Nous montrons par ailleurs que si les IMF dans le secteur démontrent une relative capacité à servir un nombre croissant de personnes, leur aptitude à exercer sans avoir recours à une aide extérieure est sujette à caution. Nous trouvons en effet que l’autonomie financière des organisations prêteuses est une perspective irréaliste et qu’un subventionnement est incontournable. (VA) We evaluate the outreach of the non-bank microfinance institutions (MFIs) in France. Our concern is to assess the capacity of these MFIs to reach the poor and the excluded and to serve a growing number of people on a sustainable basis. We base our analysis both on information published by MFIs through their activity reports and on a unique data base of over 1200 loan files. We find that the non-bank microcredit in France has a clear social impact since it is primarily granted to poorest people, in the monetary sense of the word and to those most at risk of exclusion. We also show that if the MFIs in the sector show a relative ability to serve an increasing number of people, their capacity to practice without resorting to an outside help is questionable.
