Методология За Оценка На Системата За Превенция На Проституцията

Abstract

Студията анализира сексуалната експлоатация на жени с цел набавяне на облаги и финансови средства, с които се захранват организираните престъпни групи. Целта на разработката е изясняване на организационно-управленските аспекти на системата за превенция на проституцията и разработване на методология за оценка на тази система. Изследователската теза на авторите е, че ефикасното прилагане на системата за превенция изисква наличие на организационен капацитет у органите за превенция (не само под формата на компетенции, но и на насоки, правила, ред за осъществяване на превенцията) с оглед детерминиране и превръщане на процеса на наблюдение и контрол в управляем и ефективен. Обект на проучване е системата за превенция на проституцията, а предмет – нейната организация и методологията за оценяването й. В пряка връзка с поставената цел са и задачите на изследването: да се изяснят организационно-управленските аспекти на системата за превенция на проституцията и да се предложи методология за оценка на тази система. Ефективността на превенцията се определя от качеството на оценяване на риска, дефиниране на критичните обекти и дейности, целенасоченост и последователност при прилагане на мерките.
