Covid-19 рефлексии върху данъчните несъответствия

Abstract

В разработката се изследват въпросите, свързани с влиянието на COVID-19 върху данъчните несъответствия в България. На основата на авторово дефиниране на данъчните несъответствия се очертават техните теоретични, практикоприложни и технически основи и специфични характеристики. Анализира се динамиката на разликата между величината на фактическите и плановите данъчно-осигурителни приходи по консолидираната фискална програма (КФП), като се доказва, че тя зависи пряко от световната пандемична ситуация, провокирана от COVID-19. Аргументира се необходимостта от нов иновативен подход, който да отчита променените реалности и важната роля на включените в състава на КФП параметри за подобряване на общественото благосъстояние и устойчивостта на икономиката. Обект на изследване в настоящата разработка са данъчните несъответствия, а предмет – влиянието на COVID-19 върху разминаването между величината на фактическите и плановите постъпления от преки, косвени данъци, социални и здравни вноски в България. Заключава се, че продължаващата повече от година пандемична ситуация понижава икономическата активност и на тази основа влияе негативно върху данъчните несъответствия в нашата страна.
