Българската Независима Енергийна Борса – Възможности За Управление На Риска

Abstract

Статията разглежда наболелите проблеми на българския пазар за електроенергия и бавната му трансформация от държавен монопол към свободен борсов пазар. Разработката има за цел да покаже спецификата в търговията с електроенергия – по-принцип и в частност особеностите и диспропорциите, които са наложени от държавата и държавните енергийни дружества на българския пазар. Българската независима енергийна борса (БНЕБ) възприе още от създаването си през 2014 г. модела и правилата на северната енергийна борса Nord Pool. Аргументите за този избор не бяха дискутирани в публичното пространство, но необходимостта от работещ борсов пазар за електроенергия и потребността от неговата ежедневна прозрачна работа вече и в България се приемат за доказани. Работата и надеждността на българския борсов пазар обаче все още пораждат определени дискусии. Какво можеше да се случи, ако българският борсов пазар беше възприел модела на Европейската енергийна борса – ЕЕХ?
