Транзакционни Разходи При Колективните Системи За Оползотворяване На Отпадъците В Ес

Abstract

В изследването се идентифицират институционални дефекти на действащия модел на управление на отпадъците в ЕС. Анализът е фокусиран върху икономическия модел на „разширена отговорност на производителя“ и колективните системи за управление на отпадъците. Целта на изследването е създаване на модел за измерване на транзакционните разходи при дейността на организациите по оползотворяване на отпадъци. Моделът е тестван чрез анализ на българските колективни системи за управление на отпадъците, които прилагат законодателството на ЕС от 10 години. Избран е отпадъчният поток на отработените масла и излезлите от употреба нефтопродукти заради неговата икономическа важност и малкото изследвания, които го анализират. Повечето изследвания до момента разглеждат основно отпадъците от опаковки, смесените битови отпадъци или излязлото от употреба електрическо и електронно оборудване. Въздействието на изследването е насочено към подпомагане на процеса за създаване на „кръгова икономика“ в ЕС стартирал през 2015 г.
