Доктрината Too Big to Fail и мрежата за финансова сигурност

Abstract

Глобалната финансова криза от 2007–2009 г. показа негативните последици от доктрината TBTF и необходимостта от предприемане на мерки за ограничаване намесата на държавата при неплатежоспособност на системно-важни банки. В ЕС такива мерки бяха предприети най-вече при надзора на системно-важните банки, изискванията за капитал, възможностите на банката да поема загуби с вътрешни ресурси и гарантирането на депозитите. Изследването разглежда развитието на мрежата за финансова сигурност, като е поставен акцент върху схемата за гарантиране на депозитите, която е съществен компонент на мрежата за финансова сигурност. Проследена е еволюцията на схемите за гарантиране на депозитите и е направен анализ на нейното въздействие върху доктрината TBTF. В изследването се доказва, че развитието на депозитното застраховане има противоречиво въздействие върху доктрината TBTF.
