Активна Политика По Заетостта В България И Предизвикателства При Нейната Реализация

Abstract

Активната политика по заетостта е ключово направление на организирани действия на съвременната държава със социално-пазарна икономика, за справяне със социалните проблеми – безработица, бедност и социално изключване, наред с провежданата пасивна политика, намираща израз в покриване на последиците от тях. На превантивната политика, в частност активната, се дава приоритет, поради необходимостта по пътя на активното включване на пазара на труда, организирането на алтернативни форми на заетост, създаването на стимули за бизнеса към икономическа активност, организирането на формално и неформално обучение и образование, да се намерят оптимални решения на горепосочените социални проблеми. Не бива да се игнорира и значимостта на провежданата Оперативна програма „Развитие на човешките ресурси” с нейните седем оси, асоциирани с основните пътеки за излизане от кризисната социално-икономическа ситуация, с преки последици върху макроикономическото развитие на европейската икономика.
