Финансиране На Училищата – Състояние И Проблеми

Abstract

Настоящата разработка има за обект особеностите на управлението и разпределението на училищните финанси в образователната система. По-конкретно предмет на изследване са процесите на прехвърляне на правомощия от централната към местната власт и респективно към училището и обвързването на неговото финансиране с броя на учениците, единните разходни стандарти, разпределението на средствата на общинско и училищно ниво. Целта на разработката е да се отличат особеностите в досегашния начин на финансиране чрез делегирани бюджети и в паралел с новия модел за разпределяне на средствата. Ползвани са класическите аналитични методи – индукция, дедукция, критичен анализ и синтез. В процеса на изследването се открояват предимствата на финансирането чрез делегираните бюджети. На основата на критичния анализ на състоянието и проблемите, свързани с финансирането на училищното образование, се представя оптимизиран модел за разпределение на бюджетните ресурси.
