Internationalisierung und Harmonisierung der KMU-Rechnungslegung - Forschung, Regulierung und Meinungsbild in der EU

Abstract

In dieser Studie wird der Internationalisierungs- und Harmonisierungsbedarf der Rechnungslegung kleiner und mittlerer Unternehmen (KMU) in der Europäischen Union (EU) untersucht. Aus theoretischer Sicht ist die bisher eher wenig harmonisierte KMU-Rechnungslegung eng mit Zahlungs- und sonstigen Vertragsansprüchen verknüpft. So müssen im Zuge einer weiteren Internationalisierung und Harmonisierung vor allem auch nationale Besonderheiten berücksichtigt werden. Empirische Studien zeigen eine positive Wirkung auf die Rechnungslegung, die allerdings aus Sicht von Nutzern und Erstellern nicht die damit einhergehenden Kosten aufwiegt. Daher beschränkt sich der Zuspruch zu einer weiteren Harmonisierung im EU-Grünbuch Schaffung einer Kapitalmarktunion auf das Segment größerer KMU, die die nicht EU-regulierten Kapitalmärkte nutzen. / In this paper, we analyze the demand for a further harmonization and internationalization of the accounting requirements for small and medium-sized enterprises (SMEs) within the European Union (EU). From a theoretical perspective, SME accounting is closely linked to contractual and legal obligations. Hence, it is shaped by and must account for socioeconomic and national differences. Whereas empirical studies provide evidence on the positive effects of accounting harmonization for the adopting companies, those do not offset the additional costs for users and preparers. Accordingly, respondents to the public consultation to the EU Green Paper Building a Capital Markets Union supported a further harmonization of accounting requirements for larger SMEs which use non EU-regulated capital markets, but opposed an extension to all SMEs.
