Ontario's Greenbelt: Growth Management, Farmland Protection, and Regime Change in Southern Ontario

Abstract

The immediate purpose of Ontario's Greenbelt is to protect farmland and open green space from urbanization while the province implements Places to Grow, its master plan for compact regional growth. The Greenbelt should also be understood as the vehicle for agri-environmental policies popular with the urban electorate. Yet successful implementation of such policies will require the cooperation of farmers and rural property owners whose development rights have been frozen. Since agricultural productivity has historically presumed private control over the mix of inputs into the farm business, the province now faces the challenge of reconciling the goals of the Greenbelt with its more venerable role as supporter of commercial agriculture.
