Estrategias de política y seguridad para la conservación de recursos geoestratégicos (caso Amazonia)

Abstract

El presente artículo de investigación, detalla la estrategia de la República Federativa de Brasil para priorizar la región amazónica desde un predominio hegemónico y con posibles escenarios de inquietud para Colombia. Para ello, desde un estudio historiográfico se muestra la política exterior y la importancia estratégica que Brasil tiene sobre la amazonia para controlar (su diversidad biológica, sus proyectos de desarrollo), y disuadir la intrusión, penetración o maniobra de una fuerza armada extranjera simétrica o asimétricas en su territorio, con el fin de identificar la postura que ha tenido Colombia frente a escenarios de tensión, que se desprende de la incapacidad por asegurar la soberanía ambiental de la amazonia en el territorio y su conflicto interno. De esta manera, “al asociar el concepto de soberanía con la región amazónica, nos lleva a considerar la soberanía ambiental como un elemento que se va a insertar con mayor protagonismo en las estrategias de defensa” (Delgado, 2011) This research article details the strategy of the Federative Republic of Brazil to prioritize the Amazon region from a hegemonic predominance and with possible scenarios of concern for Colombia. To this end, from a historiographic study, foreign policy and the strategic importance that Brazil has on the Amazon to control (its biological diversity, its development projects), and deter the intrusion, penetration or maneuver of a symmetric or foreign armed force are shown asymmetric in its territory, in order to identify the position that Colombia has had in the face of tension scenarios, which follows from the inability to ensure the environmental sovereignty of the Amazon in the territory and its internal conflict. Thus, “by associating the concept of sovereignty with the Amazon region, it leads us to consider environmental sovereignty as an element that will be inserted with greater prominence in defense strategies” (Delgado, 2011)
