Abstract

Este trabajo busca probar empírica y teóricamente cómo el gasto militar representa una externalidad frente al crecimiento, al igual que el nivel de impacto y la productividad que el gasto militar genera con respecto al crecimiento económico. Se parte de los postulados de Paul Samuelson, y se llevan a lo denominado “La frontera eficiente”, que muestra cómo el gasto social se afecta por el gasto en defensa y seguridad, demostrando cómo en Colombia dicho postulado no se cumple. Para concluir que la política de defensa y seguridad es una ilusión sometida a la coyuntura y al ciclo político, y que mientras esta no se reglamente y se aísle de los vaivenes de la opinión pública, alteraran la sostenibilidad de la política de seguridad y defensa, en buena parte por la ligereza con que se abordan el análisis de dichos documentos
