Análisis de política pública del turismo cultural de la ciudad de Pasto mediante el enfoque de redes

Abstract

El diseno de políticas públicas requiere reconocer e involucrar a los actores que logran cooperar en la ejecución del accionar público para resolver las problemáticas sociales. Por lo anterior, el objetivo de este artículo es conocer las apreciaciones de los principales agentes que pueden aportar a la construcción de una política pública de turismo cultural en la ciudad de Pasto, para tal efecto, se seleccionó, mediante la técnica de muestreo por conveniencia, a personas representativas de los diferentes grupos de interés que, por su conocimiento, aportes, influencia y experiencia, han contribuido al desarrollo de este sector. En consecuencia, se aplicaron entrevistas semiestructuradas y utilizando el enfoque de redes, método estilado ampliamente en las ciencias sociales, se logró identificar el grado de articulación y jerarquía de los mismos. Finalmente, se destacan como resultados principales la desarticulación entre las autoridades encargadas del desarrollo de la cultura y del turismo, la falta de un Sistema de Información y Medición del Turismo, la pérdida del reconocimiento propio de los habitantes de Pasto por su patrimonio cultural y la ausencia de una política pública que permita agrupar a estos actores y potencializar las iniciativas que realizan alrededor del turismo y la cultura. *************************************************************************************************************************************************************************************** The design of public policies requires recognizing and involving actors who can cooperate in the execution of public action to solve different social problems. Therefore, the objective of this article is to know the appraisals of the main agents that can contribute to the construction of a public policy of cultural tourism in the city of Pasto, for this purpose, was selected, through the technique of sampling for convenience, to people representative of the different interest groups that by their knowledge, contributions, influence and experience have contributed to the development of this sector. Consequently, semi-structured interviews were applied and using the network approach, a method widely used in the social sciences, the degree of articulation and hierarchy between them was identified. Finally, the main results include the disbandment between the authorities responsible for the development of culture and tourism, the lack of a Tourism Information and Measurement System, the loss of recognition of the inhabitants of Pasto for their cultural heritage and the absence of a public policy to bring together these actors and enhance the initiatives they carry out around tourism and culture.
