Administración del riesgo operacional en Colombia. Estado de la implementación del SARO en el sector bancario

Abstract

La creciente importancia del riesgo operacional ha influenciado la estructura de los sistemas de control y la regulación de los mercados financieros internacionales. En este artículo se realiza una evaluación sobre el estado actual de la implementación del Sistema de Administración del Riesgo Operacional (SARO), establecido en el sector bancario colombiano por la Circular 048 de la Superintendencia Financiera de Colombia. La evaluación considera tres aspectos desde el punto de vista delos establecimientos bancarios: la motivación y compromiso respecto al riesgo operacional, la implementación y contenido de la Circular 048 y los problemas prácticos respecto a la implementación de la norma. Estos elementos se analizan con base en los resultados de una encuesta realizada a los bancos del país y una entrevista a la Superintendencia Financiera de Colombia.
