Saneamiento hídrico en Colombia: Instituciones y situación actual

Abstract

Resumen:En Colombia, el avance en materia de saneamiento hídrico (recolección, transporte y tratamiento de los residuos líquidos) presenta atrasos significativos, pues sólo son tratadas el 12% (Cabrera, 2003) de las aguas residuales generadas. El desarrollo normativo del tema se presenta desde el enfoque de los servicios públicos a través de la ley 142 de 1994, que define el tratamiento de aguas residuales como una actividad complementaria del servicio público domiciliario de alcantarillado, y desde el punto de vista ambiental en la ley 99 de 1993. Esta cobertura tan baja en tratamiento de aguas residuales, evidencia que hay problemas que no se resuelven sólo desde la legislación.
