Sostenibilidad de la deuda del gobierno en los países miembros del FLAR

Abstract

A mediados de 2001 los países miembros del FLAR decidieron establecer una agenda de trabajo con el fin de perfeccionar la meta de convergencia fiscal. En esta línea, este estudio trata de responder, por una parte, si la deuda pública de los países miembros es sostenible. Por otra parte, busca determinar si es posible establecer metas fiscales intermedias de convergencia únicas para todos los países miembros. Se concluye que las finanzas públicas han seguido patrones de comportamiento que son consistentes con la sostenibilidad de la deuda, con excepción de Ecuador, Perú y en alguna medida, Colombia. Adicionalmente, se concluye que no es factible definir una meta única de déficit primario para todos los países que resulte consistente con una meta de déficit global estructural de cero para todos, debido a las diferencias en las características estructurales de sus sectores públicos.
