Análisis del incremento en el gasto en defensa y seguridad: resultados y sostenibilidad de la estrategia

Abstract

El recrudecimiento del conflicto interno armado durante los anos noventa dio origen a un incremento significativo en el gasto en defensa y seguridad ( GDS ) en los últimos siete anos. Las administraciones Pastrana (1998-2002) y Uribe (2002-2006) incluyeron explícitamente en sus planes de gobierno una política de fortalecimiento de las Fuerzas Militares y de Policía que ha significado un considerable incremento en el presupuesto del sector, complementado con los recursos de la ayuda externa provenientes de Estados Unidos bajo la iniciativa del Plan Colombia aprobado por el Congreso de ese país durante el segundo semestre de 1999. Este documento busca evaluar los resultados de esta estrategia sobre los principales indicadores del conflicto, así como su impacto sobre la economía colombiana como un todo. Además, el documento realiza un análisis de la capacidad del Estado colombiano para mantener los niveles actuales de gasto en el mediano plazo.
