Las reformas de salud en Colombia

Abstract

Pocos sectores del país han tenido una transformación radical en su estructura institucional en los últimos 30 años. El sector salud, entendido como servicio público, promovido, fomentado, regulado e inter- venido por el Estado, es uno de ellos. Después de varias reformas parciales y contradictorias, la Ley 100 de 1993 estableció un nuevo modelo de financiación, organización y prestación de servicios de salud, que permitió reemplazar al anterior diseño del Sistema Nacional de Salud y crear el actual. Hoy, tenemos un sistema de salud que ha generado importantes beneficios. Es moderno, con garantía de servicio para todos los afiliados, altamente subsidiado para los pobres, con mayor cobertura y un es- quema de financiación claro, basado en la solidari- dad entre ricos y pobres y entre sanos y enfermos.
