El presupuesto de 1970 y el presupuesto de 2005: evidencia de decisiones económicas y fiscales de los últimos 35 años

Abstract

Los economistas tendemos a olvidar que las ideas y análisis sencillos pueden ser más productivos, explicativos y contundentes que complejas y largas investigaciones. Por esta razón, para esta publicación me ha parecido conveniente hacer un paralelo entre el presupuesto del año 1970 y el del año 2005, comparando las fuentes de ingreso y financiamiento, así como el nivel y composición de las responsabilidades de gasto. Obviamente con un ejercicio así de sencillo, se corre el gran riesgo de minimizar o ignorar transformaciones importantes a lo largo de estos años, sin embargo resulta igualmente interesante comprobar que el presupuesto no solo corresponde a una fotografía anual, sino que el análisis a través del tiempo de estos cortes transversales permite recrear una "película" sobre la política presupuestal y fiscal del país.
