Finanzas públicas: evolución y agenda pendiente

Abstract

Las finanzas públicas del país han tenido grandes variaciones en los últimos 35 años. El balance consolidado del sector publico2 presentó déficit considerables entre 1970 y 1985: alrededor del 7% del PIB entre 1970 y 1974; algo menores, del 4% del PIB entre 1975 y 1979, como consecuencia de la política de estabilización de la administración López Michel- sen, y de nuevo cercanos al 6,5% del PIB entre 1980 y 1985. En la década siguiente, entre 1985 y 1995, el balance consolidado fue neutro o presentó déficit menores al 2% del PIB. A partir de 1996 se volvieron a presentar desequilibrios de alguna importancia, con un pico de 4,3% en 2001, y un promedio del 3% del PIB entre 1996 y el 2005.
