Reformas políticas y fiscales en Colombia: la agenda pendiente

Abstract

Este documento se centra en una serie de reformas institucionales que podrían mejorar la calidad de las políticas públicas de Colombia, particularmente en el área fiscal. En particular, se hacen propuestas concretas sobre modificaciones al proceso presupuestal, al régimen de descentralización territorial (transferencias), al manejo de regalías y a la regulación en la prestación de servicios públicos domiciliarios. Al considerar que el éxito de estas medidas está estrechamente relacionado con el adecuado funcionamiento del Congreso, también se proponen algunos ajustes a las instituciones políticas.
