El sector salud en Colombia: riesgo moral y selección adversa en el Sistema General de Seguridad Social en Salud

Abstract

Se estudian los problemas de selección adversa y riesgo moral dentro del mercado de aseguramiento en salud, con el fin de determinar cuál ha sido el rol de las cuotas moderadoras en el uso de servicios y verificar la hipótesis existente sobre la concentración de la población más riesgosa dentro del iss. Se utilizan modelos multinomiales y binomiales, con los que se obtiene evidencia de que la creación del sgsss contribuyó a la concentración del riesgo en el iss. Adicionalmente, dentro de los principales hallazgos se tiene que el sgsss presenta cierto grado de selección adversa: las personas que gozan de mejor estado de salud (subjetivo y objetivo) y las más jóvenes se aseguran en menor proporción que los demás grupos de la población. Finalmente, se encuentra que el uso de los servicios aumenta a medida que crece el Plan Obligatorio de Servicios (pos), lo que sugiere que existe un leve problema de riesgo moral en este mercado.
