La cuestión de las drogas y la política exterior de Colombia: hacia un cambio paradigmático

Abstract

El presente documento hace un análisis de la política antidroga global y su relación con la política exterior colombiana. Tras revisar los hallazgos de la literatura actual, se encuentra un agotamiento de la estrategia antidroga de corte prohibicionista. Su lógica puede ser considerada hoy como errada, deficiente, ambigua y contraproducente; en la medida que no combate los factores estructurales y las fuerzas que han coadyuvado al desarrollo y fortalecimiento de dicho negocio en el mundo. En ese sentido, Colombia podría liderar un debate y una práctica a favor de un nuevo paradigma en el cual se haga énfasis en una co-construcción alternativa de la política anti- droga. Asimismo, resulta relevante propiciar un “entrecruzamiento temático” o un nuevo linkage politics entre los regímenes globales existentes para que no pongan en práctica políticas antidroga que incrementen la violación de los derechos humanos, la degradación ambiental y la proliferación de armas. Finalmente, resulta crucial orientar las principales estrategias antidroga a fortalecer una buena política pública en materia de justicia, equidad, salud, derechos humanos, educación y empleo.
