La corrupción y la ineficiencia en el gasto público local y su impacto en la pobreza en Colombia

Abstract

La institucionalidad de los gobiernos locales tiene un impacto significativo en la pobreza: un mayor riesgo de corrupción e ineficiencia en el uso de las transferencias para el gasto en educación y salud incrementa la pobreza de los municipios colombianos y por el contrario, una gestión transparente puede disminuirla. De hecho, ante un incremento de un punto porcentual en el índice de transparencia y en el de eficiencia relativa, se reduce en 0,6 puntos porcentuales el índice de pobreza. Al parecer el riesgo de corrupción crece con un mayor tamano del estado local y se disminuye con mejoras en el desempeno fiscal, el recaudo tributario y los anos promedio de educación.
