Gerencia estratégica y capital humano. Su prospectiva en los gobiernos locales en el contexto venezolano

Abstract

Las organizaciones del siglo XXI afrontan un entorno complejo, en este contexto los gobiernos locales deben generar ventajas competitivas. El artículo hace un abordaje teórico de cómo integrar el capital humano en los procesos estratégicos como factor clave de éxito; la investigación fue documental haciendo un arqueo en fuentes bibliográficas y electrónicas de la perspectiva de autores sobre el tema, los hallazgos se presentan en tres secciones: la primera aborda aspectos históricos y teóricos de la gerencia estratégica y el capital humano, la segunda explica como integrarlo en los procesos de gerencia estratégica y la tercera su prospectiva en gobiernos locales en el contexto venezolano. Las conclusiones destacan la importancia del capital humano integrado a los procesos de gerencia estratégica, para afrontar el entorno complejo por lo que el área de gestión humana debe desarrollar su talento, aprendizaje en equipo, la creatividad e innovación, para cumplir con su fin social
