Contrarreforma agraria y conflicto armado: Abandono y despojo de tierras en los Montes de María, 1996 - 2016

Abstract

Este artículo explora la relación entre conflicto armado y contrarreforma agraria en los Montes de María, en el período comprendido entre 1996 y 2016. Para tal propósito se analizaron 204 sentencias de restitución de tierras relacionadas con predios ubicados en esta subregión, además de fuentes periodísticas, judiciales y entrevistas con funcionarios públicos y líderes campesinos. Como una primera aproximación, se identificó un primer ciclo de fuerte abandono de tierras (1995 – 2005), seguido de un segundo ciclo de despojo jurídico masivo (2005 – 2013). Se encontró que, con anterioridad a estos dos ciclos, un 60% de los predios abandonados y/o despojados habían sido adjudicados a campesinos vía reforma agraria, lo que configuraría un posible escenario de contrarreforma agraria local.
