Reorganización administrativa territorial como vehículo para la racionalización de la estructura de la administración local

Abstract

Resumen Debido a la actual situación de crisis financiera, el descenso de los ingresos en las arcas públicas, las subidas de impuestos y los recortes en la inversión pública, las administraciones públicas de los países con problemas, como Grecia, Portugal, Italia y Espana se ven obligados a reconsiderar fuertemente la estructura, el funcionamiento de la maquinaria y el tamano de su sector público. Algunos de estos países comenzaron a pensar en reducir el número de municipios y aumentar su homogeneidad como una forma de mejorar la eficiencia de la administración pública. Otras líneas de acción planteadas son la trasferencia de competencias y la formación de entes supramunicipales. En este artículo se analizan las posibles ventajas e inconvenientes y se propone un método para optimizar la aplicación de estas líneas de acción. Abstract Due to the current financial crisis, the decline in revenues in the state coffers, tax increases and cuts in public investment, governments of troubled countries like Greece, Portugal, Italy and Spain are bound to strongly reconsider the structure, operation of machinery and the size of their public sector. Some of these countries began to consider reducing the number of municipalities and increase their homogeneity as a way to improve the efficiency of public administration. Other lines of action proposed are the transfer of skills and training of supra-municipal bodies. This article analyzes potential advantages and disadvantages and proposes a method to optimize the implementation of these lines of action.
