Abstract

Resumen Este artículo pretende mostrar la complejidad de la situación de la población residente en el barrio Café Madrid de Bucaramanga, compuesta no sólo por desplazados que, después de catorce anos aún viven en condiciones precarias, sino también por una comunidad receptora que, de igual forma, presenta aún índices preocupantes de pobreza e, incluso, se ha visto enfrentada a una nueva forma de marginalidad: la que resulta de sentirse excluida de los beneficios estatales obtenidos por aquellos que consideran invasores de su territorio y agentes de comportamientos indeseables. Se enfatiza en los factores que ocasionan fragmentación del tejido social y dificultan los procesos de autogestión. Abstract This article pretends to show the complexity of the population´s situation living in the neighborhood Café Madrid Bucaramanga. This place is composed not only by display people, who after fourteen years still live in precarious conditions, but also by a host community, that similarly, still has worrisome rates of poverty and even has been facing a new form of marginalization: that is to be excluded from governmental benefits obtained by those who consider them invading its territory and agents of undesirable behavior. It emphasizes the factors that cause fragmentation of the fabric of society and undermine the self-management processes.
