Lauchlin Currie y el desarrollo colombiano

Abstract

RESUMENEl presente artículo estudia la teoría del crecimiento acelerado, del profesor Lauchlin Currie, y su relación con los problemas socioeconómicos colombianos. Muestra que las ideas de Currie constituyen el intento más serio que se haya realizado en el país por elaborar una teoría del desarrollo fundamentada en la experiencia del atraso, la pobreza y la violencia que caracterizaron a la Colombia de postguerra hasta bien entrada la década de 1980. Sus ideas articulan el crecimiento económico con el desarrollo social y han contribuido al ordenamiento urbano evitando que la marginalidad en las ciudades sea mucho mayorque en otras urbes de países de la región que tienen un desarrollo similar al nuestro. De ahí que muchas de las estrategias de la teoría del crecimiento acelerado sean todavía vigentes, sobre todo en momentos en que la violencia y la marginalidad mantienen en vilo la seguridad del país.ABSTRACTThis article studies Lauchlin Currie´s accelerated growth theory and its connection to the colombian socio-economic problems. It shows that Currie´s ideas are the most serious attempt ever made in the country to elaborate a developmenttheory based on the experience of economic slowdown, poverty and violence that characterized Colombia from the postwar until well into the 80s. His ideas articulate economic growth with social development and have contributed tothe urban management avoiding that the marginality in cities is greater that in cities of other countries in the region who have a similar development as ours. Consequently, many of the accelerated growth theories are still valid, especially intimes in which violence and marginality still keep the country´s safety in suspense.RESUMOO presente artigo estuda a teoria do crescimento acelerado, do professor Lauchlin Currie, e sua relacao com os problemas sócio-economicos colombianos. Mostra que as ideias de Currie constituem a tentativa mais séria que se tenha realizadono país por elaborar uma teoria do desenvolvimento fundamentado na experiencia do atraso, a pobreza e a violencia que caracterizaram a Colombia de pós-guerra até bem entrando a década de 1980. Suas ideias articulam o crescimento economico com o desenvolvimento social e tem contribuído a organizacao urbana evitando que a marginalidade nas cidades seja muitomaior que em outras urbes de países da regiao que tem um desenvolvimento similar ao nosso. Daí que muitas das estratégias da teoria do crescimento acelerado sejam ainda vigentes, sobretudo em momentos em que a violencia e a marginalidade mantenham apreensiva a seguranca do país.RÉSUMÉCet article examine la théorie de la croissance rapide créé par le professeur Lauchlin Currie et leur relation avec les problemes socio-économiques en Colombie. L´article montre que les idées de Currie sont la tentative la plus sérieuse faite pour développer une théorie basée sur l´expérience de l´arriération, la pauvreté et la violence qui a caractérisé la Colombienapres la guerre et dans les années 1980. Ses idées articulent la croissance économique avec le développement social, et ils ont contribué a l´urbanisme en prévenant la marginalisation des villes. Par conséquent, un nombre important des stratégies de la théorie de la croissance rapide sont toujours en vigueur, en particulier a un moment ou la violence et la marginalisationrestent sur le bord de la sécurité du pays
