Abstract

ResumenEsta investigación tiene por objetivo determinar el impacto del Fondo Nacional de Garantías en México como instrumento de política industrial para lograr que las micro y pequenas empresas (PYMES) mexicanas accedan al financiamiento bancario. Dadas las características distintivas del mercado crediticio mexicano (mercado con asimetrías en la información y por ende racionamiento del crédito), resulta importante evaluar el impacto que tiene la intervención del gobierno a través de este instrumento, ya que el problema puede agravarse.AbstractPUBLIC FINANCING AND IMPACT IN THE RATIONING OF THE CREDIT IN MEXICO:AN ECONOMETRIC ANALYSIS 2002-2008The objective of this investigation is to determine the impact of the National Fund of Guarantees in Mexico as instrument of industrial politics to achieve that the mexican micro and small enterprises (SMES) have access to the bank financing. Given the distinctive characteristics of the credit Mexican market (market with asymmetries in the information and automaitcally rationing of the credit), it turns out important to evaluate the impact that the government´s intervention has with this instrument, since,it is obvious the problem can worsen.ResumoFINANCIAMENTO PÚBLICO E SEU IMPACTO NO RACIONAMENTO DE CRÉDITO NO MÉXICO: UMA ANÁLISE ECONOMÉTRICA 2002-2008Esta pesquisa tem como objetivo determinar o impacto do Fundo Nacional de Garantias no México como um instrumento de política industrial para que micro e pequenas empresas (PYMES) mexicanas tenham acesso ao financiamento bancário. Dadas as características distintivas do mercado mexicano de crédito (mercado com as assimetrias na informacao e, consequentemente, o racionamento de crédito), é importante para avaliar o impacto que tem a intervencao governamental através deste instrumento, pois o problema pode piorar.RésuméFINANCEMENT PUBLIQUE ET IMPACT DANS LE RATIONNEMENT DU CREDIT MEXICAIN: UNE ANALYSE ÉCONOMÉTRIQUE 2002-2008Cette recherche a comme but de déterminer l´impact du Fond National de Garanties au Mexique comme instrument de politique industrielle pour réussir que les micros et les petites entreprises mexicaines aient acces au financementbancaire. Étant données les caractéristiques distinctives du marché de crédit mexicain (marché avec des asymétries dans l´information et don du rationnement du crédit), il est important d´évaluer l´impact qui a l´intervention du gouvernement parmi cet instrument bien que le probleme peut devenir plus grave.
