Algunas reflexiones sobre el impacto económico de la Reforma Constitucional de 2001 en el sector de saneamiento básico

Abstract

Este artículo se mostrará cómo Colombia a comienzos de la década del noventa adelantó un proceso de reformas estructurales bajo la tutela del Fondo Monetario Internacional cuyo objetivo fundamental era reducir el nivel de intervención y de regulación del Estado en todos los mercados. El proceso coincidió en el país con la sanción de la Constitución de 1991 que cambio el tipo y grado de intervención en los servicios públicos. En este documento se presenta el marco conceptual que fundamenta el accionar del Fondo Monetario y se analizan los aspectos más relevantes de la políticamacroeconómica que tiene repercusiones directas e indirectas en el sector de saneamiento básico, así como estudiar antes y el después del programa intentando evaluar los efectos del ajuste en cuanto a la variable clave de financiación del sector como son: Las transferencias.
