La política de prevención del delito en México: inconsistencias, datos y evaluaciones

Abstract

El objetivo de este artículo es evidenciar las inconsistencias en materia de prevención del delito durante la administración presidencial de Enrique Pena Nieto, tanto en el diseno del Programa Nacional (PRONAPRED), como en las debilidades analíticas detectadas en la definición de los municipios beneficiarios y en la identificación de los factores de riesgo. El argumento se divide en tres apartados: en el primero se analizan los elementos conceptuales y el origen de la política de prevención en México, donde se aborda el con-texto y las principales inconsistencias del programa federal; en el segundo, se muestran las evaluaciones técnicas a las que fue sometida la política preventiva. En el último apartado se hace referencia a las fuentes de información disponibles sobre prevención del delito; se senalan varias falencias en el uso acrítico de factores de riesgo documentados desde la evidencia internacional y, por último, se reflexiona brevemente sobre la política de prevención en el contexto del actual cambio de gobierno en México.
