Historias de derecho y ciudadanía las ciudadanías colombianas descritas a través de historias de vida

Abstract

Pese a que Colombia ha mejorado los índices de pobreza, ha mantenido los de desigualdad; la inequidad persistente permite intuir que no todos los colombianos tienen la misma situación de reconocimiento de derechos a pesar de que estos se encuentran planteados en el ordenamiento constitucional. Para abordar este cuestionamiento, se optó por una metodología cualitativa de historias de vida. Con los resultados obtenidos se concluye que entre el extremo de la garantía plena de derechos y la exclusión existen diferentes tipologías de ciudadanía, que se clasificaron como no ciudadanía, ciudadanía invertida, flexible, plena individual y plena colectiva. Identificar las diferencias en la ciudadanía permite conocer la manera como se construye la cultura política de los ciudadanos, sus nociones en torno al Estado Social de Derecho, sobre los derechos como insumos fundamentales de la protección social en el mundo contemporáneo y sobre los retos que debemos afrontar hacia el futuro.******Although Colombia has improved poverty rates, it has maintained inequality indicators; the persistent inequality allows us to infer that not all Colombians have the same situation of recognition of rights, even though these are stipulated in the constitution. To address this issue, we chose a qualitative methodology of life stories. With the results obtained, it is concluded that between the end of the full guarantee of rights and the exclusion there are different types of citizenship, which were classified as non-citizenship, invested, flexible, full individual and full collective citizenship. Identifying differences in citizenship allows us to know how the political culture of citizens is built, their notions about the rule of law, on rights as fundamental inputs of social protection in the contemporary world and the challenges we face the future.
