A adocao de sistemas de Business Intelligence & Analyticsna contabilidade de gestao por entidades da Administracao Pública: uma revisao da literatura

Abstract

O presente trabalho examina os artigos publicados entre 2001 e 2020 que versam sobre a utilizacao de sistemas de Business Intelligence & Analytics (bi&a) pela contabilidade de gestao no setor público. A partir de uma revisao de 54 trabalhos, foi possível dividir as pesquisas em cinco clusters de acordo com o foco da investigacao: bi&a e gestao da infraestrutura urbana; papel da informacao na gestao da contabilidade governamental; performance nas unidades governamentais; avaliacao de sistemas de gestao de desempenho; big data e suas aplicacoes. O estudo de caso foi a metodologia dominante na amostra, e prevaleceu a utilizacao dos pressupostos da New Public Management como embasamento teórico dos autores. Entre os principais resultados, concluiu-se que a aplicacao dos modernos sistemas de informacao impacta positivamente o conhecimento, a tomada de decisao e a performance nas organizacoes públicas, desde que acompanhada por treinamento, engajamento e aceitacao dos dispositivos por parte dos agentes envolvidos. Sugestao de uma agenda futura de pesquisa é apresentada com base nas lacunas identificadas na amostra.******This work is a review of articles published between 2001 and 2020 dealing with the use of Business Intelligence & Analytics (bi&a) systems by management accounting in the public sector. Based on a review of 54 studies, it was possible to group the research into five clusters according to the research focus:bi&a and urban infrastructure management; role of information in the management of government accounting; performance in government units; evaluation of performance management systems; big data and its applications. Case study was the dominant methodology in the sample and the assumptions in the New Public Management were prevalently used as the authors' theoretical basis. Among the main results, it is concluded that the application of modern information systems positively impacts knowledge, decision-making and performance in public organizations, provided that it is accompanied by training, commitment and acceptance of the devices by the agents involved. A future research agenda is suggested based on the gaps identified in the sample.******En el trabajo, se examinan artículos publicados entre 2001 y 2020 que se ocupan de la utilización de sis-temas de Business Intelligence & Analytics (bi&a) por la contabilidad de gestión en el sector público. A partir de una revisión de 54 estudios, fue posible agrupar las investigaciones en cinco clústers de acuerdo con el enfoque de la investigación:bi&a y gestión de la infraestructura urbana; papel de la información en la gestión de la contabilidad gubernamental; performance en las unidades gubernamentales; evaluación de sistemas de gestión de rendimiento; big data y sus aplicaciones. El estudio de caso fue la metodología dominante en la muestra y prevaleció la utilización de los supuestos de la New Public Management como base teórica de los autores. Entre los principales resultados, se concluye que la aplicación de los modernos sistemas de información impacta positivamente el conocimiento, la toma de decisiones y el performance en las organizaciones públicas, siempre y cuando acompanada por capacitación, comprometimiento y aceptación de los dispositivos por parte de los agentes involucrados. Se sugiere una agenda futura de investigación con base en los vacíos identificados en la muestra.
