Experiencia de medición del índice de Necesidades Básicas Insatisfechas en barrios en proceso de invasión en Aguachica, Cesar

Abstract

La pobreza se mide a través de métodos directos e indirectos que procuran ofrecer un estado de condiciones y oportunidades de una población. Uno de los métodos directos ampliamen-te usados es el índice de Necesidades Básicas Insatisfechas (nbi) que caracteriza a la población en términos de determinadas necesidades cubiertas. La metodología que emplea es descriptiva pero expresa un fenómeno observable y medible a través de técnicas de conteo. Esta propuesta calcula el nbi en cuatro barrios en proceso de invasión de Aguachica, Cesar (Colombia), con la realización de un muestreo aleatorio simple estratificado por conglomerados. Se obtiene la cantidad de hogares con una o más necesidades insatisfechas de acuerdo con las citadas por el Departamento Administrativo Nacional de Estadística (dane) (vivienda inadecuada, con hacinamiento crítico, con servicios inade-cuados, con alta dependencia económica y con ninos en edad escolar que no asisten a la escuela), que corresponden a dieciséis hogares. Se concluye que la medición de la pobreza tiene limitaciones con relación a elementos que se asocian a la agregación geográfica de Kaztman.******Poverty is measured through direct and indirect methods to offer certain conditions and opportunities to a population. One of the most widely used direct methods is the unmet basic needs (ubn) index that character-izes the population in terms of needs met. The method used is descriptive but expresses an observable and mea-surable phenomenon through counting techniques. This proposal calculates the ubn of four residential invasions in Aguachica, Cesar (Colombia) by simple random cluster sampling. The number of households with one or more unmet needs is obtained as cited by the National Administrative Department of Statistics (dane) (inadequate hous-ing, critical overcrowding, lack of basic services, high economic dependence, and school-age children who do not attend school), namely, sixteen households. It is concluded that poverty measurement has limitations concerning Kaztman’s geographic aggregation.******A pobreza é medida por meio de métodos diretos e indiretos que procuram oferecer um estado de condicoes e oportunidades de uma populacao. Um dos métodos diretos amplamente usados é o índice de Necessidades Básicas Insatisfeitas (nbi) em quatro bairros em processo de invasao de Aguachica, Cesar (Colombia), com a realiza-cao de uma amostra aleatória simples estratificada por conglomerados. É obtida a quantidade de lares com uma ou mais necessidades insatisfeitas de acordo com as citadas pelo Departamento Administrativo Nacional de Estatística (moradia inadequada, superlotacao crítica, servicos inadequados, alta dependencia economica e criancas em idade escolar que nao frequentam a escola), que correspondem a dezesseis lares. Conclui-se que a medicao da pobreza tem limitacoes com relacao a elementos que sao associados a agregacao geográfica de Kaztman.
