Abstract

Resumen: Este Informe presenta el resultado fiscal, el comportamiento y la evolución al cierre de las vigencias 2011 y 2012 del consolidado de 1034 Gobiernos Centrales Departamentales y Municipales. El resultado fiscal a diciembre de 2012 de estos entes territoriales arrojó un superávit de $4.72 billones (0,71% del PIB), reflejado por una contracción del gasto total en el consolidado del 8.1%, y un incremento del total de ingresos (3.9%). La reducción del gasto se explica porque la vigencia 2012, fue primer ano de mandato de administraciones locales, en el cual se presenta recurrentemente una caída del gasto, particularmente, en el ítem FBK, debido a la planeación y puesta en aprobación del plan de desarrollo; generando así el llamado ciclo político. Este ítem, en el consolidado total, se contrajo 38.9%, al pasar de $15.0 billones en 2011 (2,41% del PIB) a $9.0 en 2012 (1,36% del PIB). En 2012, el total de ingresos tributarios de las entidades analizadas, superó los $17.5 billones de pesos (2,65%del PIB).
