Incentivos económicos para la desmovilización de la insurgencia en Colombia

Abstract

Una de las maneras como el Estado ha intentado mantener el monopolio de las armas ha sido mediante el otorgamiento de estímulos a los grupos insurrectos para promover su dejación. El artículo describe y analiza el sistema incentivos económicos ofrecidos por el Gobierno colombiano para motivar la desmovilización (individual y colectiva) de la insurgencia, entre 1990 y 1994. Para lograrlo se hace un análisis de los ocho acuerdos finales de paz firmados con la guerrilla; donde se evidencia el esfuerzo que en el país se ha realizado por construir un sistema de incentivos, que pase de considerar sólo aspectos jurídicos e individuales al otorgamiento de una variedad amplia de incentivos económicos y colectivos
