Finanzas públicas de Cali: evolución, caracterización y diagnóstico

Abstract

Este documento diagnosticó los principales factores que afectaron al comportamiento de las finanzas públicas de Cali. Para su análisis se utilizó la evolución y la caracterización de dieciocho indicadores de capacidad fiscal y financiera tomados de la evidencia internacional y nacional, calculados entre 1998 y 2009. Los resultados encontrados muestran que los escasos aportes de las empresas públicas, la baja disponibilidad de ahorro para la inversión, la alta dependencia de las transferencias, el poco esfuerzo fiscal, los elevados gastos de funcionamiento y el sobreendeudamiento para financiar el gasto corriente —en vez de proyectos productivos— son las principales variables que han afectado a los ingresos y los gastos del Municipio.
