Abstract

Este documento analiza y evalúa las estrategias básicas del Plan Nacional de Desarrollo para el período 1998-2002, Cambio para construir la paz, presentado por el Gobierno a la consideración del Congreso. Sin duda el Plan está montado sobre dos estrategias básicas, las cuales se refieren a la reducción del déficit fiscal y a la modificación del proceso de descentralización. Como complemento, se prevé que el faltante de inversión pública sea llenado por la participación del sector privado, en particular en obras de infraestructura. El documento comienza por senalar la necesidad del ajuste y de la reforma al régimen de transferencias, luego considera el ajuste fiscal y los cambios en el régimen de transferencias propuestos en el Plan y finalmente analiza la participación privada.
