Abstract

Quizás, para justificar el tema de este artículo valga la pena recordar lo que hace algunos anos afirmaba el doctor Arthur Burns entonces Presidente del Federal Reserve Bank de los Estados Unidos y actualmente embajador de su país ante la República Federal Alemana. Decía el doctor Burns: "Es a la vez sorprendente y preocupante que el tema de las utilidades ocupe tan poca atención estos días entre los economistas. Tengo la impresión que la profesión económica ha casi olvidado que la nuestra es aún una economía predominante motivada por las utilidades, en la cual, es gran medida, todo lo que sucede -o no sucede- depende de las percepciones que se tengan sobre las posibilidades de obtener utilidades. Las preocupaciones de las autoridades se suelen concentrar en otras materias. El menor síntoma de problemas en la economía desencadena un torrente de medidas fiscales y monetarias, apoyadas en la noción de que lo que es crucial es la manipulación gubernamental de la demanda agregada. Muy pocos se detienen a reflexionar sobre una cuestión obvia pero decisiva, a saber: ¿No es la falta de confianza en la obtención de utilidades de parte de nuestros empresarios inversionistas la causa esencial de las dificultades económicas?"
