Reasignación del presupuesto público y política. educacional en Chile. Antecedentes, debates y desafíos

Abstract

Se analiza la reasignación del presupuesto público de educación en Chile en 2005-2018, lo que releva un campo escasamente explorado de gestión del Estado y que, en la perspectiva de su modernización, expone la necesidad de incorporar nuevos criterios en el diseno y control de este instrumento, que contemple el seguimiento de las reasignaciones y la evaluación de su impacto, atendiendo las políticas educacionales a las que deba dar soporte. Los cambios presupuestarios intra e interanuales son relevantes y recurrentes, pues originan crecimiento absoluto de recursos durante cada ejercicio anual, lo cual evidencia un fenómeno que requiere de estudios prolijos para incrementar la eficiencia del uso de los recursos. ****** This article analyzes the reallocation of the public education budget in Chile between the years 2005 to 2018, revealing a scarcely explored field of State management. In the perspective of its modernization, exposes the need to incorporate new criteria in the design and control of this instrument, which includes the monitoring of reassignments and the evaluation of their impact, considering the educational policies that must be supported. Intra and interannual budgetary changes are relevant and recurrent, causing absolute growth of resources every year, evidencing a phenomenon that requires detailed studies to increase the efficiency in the use of resources.
