La planeación y el pensamiento institucionalista

Abstract

Los institucionalistas de los anos treinta y cuarenta, en su preocupación por reducir la incertidumbre del futuro, propusieron usar la planeación económica nacional indicativa democrática para dar orientación pública a nivel macroeconómico, y dejar la industria en manos privadas. En este artículo se exponene los elementos fundamentales de la planeación nacional: 1) decidir los objetivos y las metas, 2) delimitar los niveles y el alcance de la planeación y analizar sus interrelaciones en forma holística, y 3) recibir retroalimentación y utilizarla en forma adecuada. Luego analiza las diferencias entre los institucionalistas y los teóricos del análisis de sistemas. Finaliza con algunas críticas a la visión de los institucionalistas contemporáneos.
