La evaluación de impacto y la evaluación de proceso en un sistema general de evaluación. Introducción al tema mediante un estudio de caso: el Programa

Abstract

En México se ha institucionalizado la cultura de la evaluación de los programas sociales. A pesarde los esfuerzos del Consejo Nacional de Evaluación de la Política Social la evaluación deproceso, a diferencia de la de impacto, no ha recibido la atención que merece dentro de esacultura. Mediante una regresión de Poisson, se presenta un ejemplo de la utilidad que tiene laevaluación de proceso para identificar puntos críticos en la eficiencia y la gestión de un programa.El caso de estudio se construye con la información de un programa que inicia en 1986 ydesaparece en 2003: el Programa Tortilla.
