Die Wirtschaftsbeziehungen zwischen der Europäischen Union und Rußland

Abstract

Die Wirtschaftsbeziehungen zwischen dem neuen Rußland und der EU entwickeln sich seit dem Zerfall der UdSSR Ende 1992 insgesamt positiv. Durch das lnkrafttreten des Partnerschafts- und Kooperationsabkommens (PKA) EU-RF Ende 1997 wurde die völkerrechtliche Grundlage für diese Zusammenarbeit deutlich verbessert. Allerdings wird das im PKA enthaltene Potential für den Ausbau der Kooperation von der EU bisher hundertprozentig, von Rußland jedoch weniger als zur Hälfte genutzt. Sehr wichtig für die Realisierung des Potentials wäre die uneingeschränkte Anerkennung Rußlands durch die EU als ein Land mit marktwirtschaftlicher Ordnung. Einige politische Probleme und Differenzen zwischen der EU und der RF haben die Entwicklung der wirtschaftlichen Zusammenarbeit zwar erschwert, doch nicht zum Stillstand gebracht. Bis 2005 ist ein moderates Wachstum des Handels EU-RF zu erwarten. Große Chancen liegen insbesondere in der wissenschaftlich-technischen Kooperation. Rußland soll eine Assoziation mit der EU, jedoch keine EU-Vollmitgliedschaft anstreben.
