Commerce avec la Russie : des sanctions qui font plus de peur que de mal à nos exportations

Abstract

Faible dans l’ensemble, le coût des restrictions aux exportations mises en place par l’Union européenne vis-à-vis de la Russie se concentre dans quelques secteurs et n’est supporté que par un nombre restreint d’entreprises : seuls 2,4 % des exportateurs français, par ailleurs parmi les plus performants à l’international, exportaient des produits sanctionnés vers la Russie en 2021. La perte de marché reste limitée quand bien même la rupture dans la relation commerciale avec la Russie va au-delà des sanctions aux exportations : un quart de la chute des exportations concerne des produits non sanctionnés. En outre, une partie des exportations semble détournée vers les pays voisins de la Russie, ce qui réduit le coût des restrictions et de l’incertitude liée à la guerre pour les entreprises françaises, mais interroge l’efficacité des sanctions commerciales.
