Opérateur économique agréé : un pass VIP pour exporter

Abstract

Les contrôles à la frontière et les formalités douanières augmentent les délais d’acheminement et engendrent des coûts administratifs pour les entreprises. Le programme d’opérateur économique agréé mis en place par l’Organisation mondiale des douanes vise à les réduire. Parce qu’il permet aux entreprises de bénéficier de simplifications douanières à l’entrée de certains marchés, leurs exportations en profitent, en particulier lorsque les entreprises font face à des obstacles techniques au commerce ou à des mesures sanitaires et phytosanitaires. C’est ainsi que lorsqu’elles sont devenues certifiées entre 2009 et 2017, les entreprises françaises ont vu leurs exportations augmenter jusqu’à 25 % sur les marchés où leurs produits étaient soumis à de telles mesures. Les coûts administratifs produits par les normes techniques et sanitaires peuvent donc être réduits sans revenir sur les exigences en matière de protection des consommateurs.
