De la devise clé au multilatéralisme : quel rôle pour la Chine dans le Système Monétaire International ?

Abstract

Le dollar demeure la devise clé du système monétaire international, mais ce système a un défaut majeur : la politique américaine ne prend pas en compte les besoins de liquidité internationale. Cette contradiction a redoublé depuis que les États-Unis mènent une politique protectionniste pour contrer l’émergence économique de la Chine et son positionnement comme centre financier mondial à travers les Nouvelles Routes de la Soie. La posture ambivalente de Pékin vis-à-vis des règles de gouvernance financière mondiale et le faible niveau de sophistication et d’ouverture des marchés financiers chinois limitent encore ce rôle. Mais un système multilatéral sera nécessaire pour produire les biens communs globaux nécessaires au développement soutenable. Cela implique un système dans lequel la liquidité ultime n’est la dette d’aucun pays. Quel rôle pour la Chine dans ce nécessaire rééquilibrage ?
